In Nepal, disabled children are often seen as cast-offs or as a punishment for “sins” of the family. The Government of Nepal has made different laws and legal provisions related to educational facilities for all particularly disabled children need special classes/ schools. Most disabled children cannot even get to the nutritious food, and are forced to spend most of their childhoods in their homes, hidden and isolated from society. Only 30% of the general disabled ever go to school but mentally disabled children have no hope from anywhere. They are also the member of the society and human beings.
"A person who
has difficulty in performing activities related to age or environment because lack
of intellectual development before the age of 18 is called an intellectual
disability" - Parental Awareness Booklet 2074.
Children with intellectual
disabilities are born with a brain has not been fully developed. The proven
facts for the in-complete development of the brain may be the genetic, natural
or due to biological factors. Generally, the person with the amputated body or
dis-functioning parts of the body may be considered under the category of
partial disability but the person with intellectual disability is considered as
complete disability.
Children’s brain normally gets fully developed when they
are inside the mother’s womb but if the children brains do not get fully
developed in mother’s womb then the children may suffer from the intellectual
disability. Children with intellectual disability cannot perform the normal
daily activities and are unable to develop as the normal children. A child may
be showing the signs of the intellectual disability in their early ages if
he/she cannot crawl, walk, turn or start to talk even though their physical
development of the body is like normal children.
